Bill of Sale Basics in WV

Purchasing a used vehicle from an individual can sometimes save you money, but it can also seem a bit more complicated because you don't have a dealer taking care of everything for you. Along with all the other paperwork, you should complete a bill of sale by writing your own or filling out the West Virginia Bill of Sale (Form DMV-7-TR).

The bill of sale can act as a supporting proof of purchase document for the buyer, as well as a supporting document for release of liability to the seller.

West Virginia Bill of Sale Requirements

A bill of sale is not required for all vehicle sales transactions. However, West Virginia requires a bill of sale be completed and submitted if you bought a vehicle for less than 50% of its NADA Clean Loan Book value and are attempting to title it within the state. Without a bill of sale, you'll be taxed at the vehicle's full NADA Clean Loan Book rate, so be sure to fill it out.

The completed and notarized bill of sale should include:

  • The name, address, and signature of the buyer and seller.
  • The vehicle's year, make, and vehicle identification number (VIN).
  • The date of sale.
  • The final sale price.
  • The signature of a notary public.

You will also need to submit copies of the driver's licenses of both the buyer and seller with the notarized bill of sale.
