    South Carolina offers Public Services, a convenient Web site where your can complete various license-related transactions, such as renew your driver's license or ID card, obtain a duplicate license, or even change your address. This Web site also allows you access to your driving record and makes it possible to pay reinstatement fees online.

    Top Selective Service

    All men aged 18 to 25 must register for the Selective Service, a nationwide military call-up program. We are not currently under a draft, but this selective service will be used should a draft ever become necessary. When you apply for your license, you'll be asked to complete Form 447, which can be viewed online viewed using the free Adobe Reader.

    South Carolina transmits information on all males 13 to 17 years old to the Selective Service. If you have registered through another organization, be sure to let the DMV know of this when you apply for a license or ID card. You will need to provide proof of registration.

    Top Jacob's Law

    South Carolina has adopted Jacob's Law, which requires drivers of certain types of vehicles to maintain particular licenses and certain businesses to operate specific types of vehicles.

    The new law states that:

    • Day care facilities and churches with day care facilities must use school buses to transport children. If the bus will transport 15 or fewer children, the driver will not need to get a Commercial Driver's License (CDL), but will be required to pass a medical exam. Transporting more than 15 will require a CDL with a passenger endorsement.
    • Church buses without day care facilities do not require school buses; passenger vans may be utilized. If the driver will be transporting less than 15 passengers, no CDL or medical exam is required; 15 or more passengers requires a CDL.
    • Public and private schools must use school buses. CDLs are not required for bus drivers transporting fewer than 15 passengers, but a medical exam is required. Transporting more than 15 requires the driver to obtain a CDL.
