The Basics

Though the state of Pennsylvania is very specific about what is required to buy or sell a vehicle, a bill of sale is not mandatory. Instead, the Department of Transportation (PennDOT) suggests sellers should request a buyer's acknowledgment, which serves as a receipt confirming that the title was transferred and the vehicle was delivered.

The Forms

This buyer's acknowledgment form can be found at notaries, dealerships, and auto clubs throughout the state. When completing it, be sure that all necessary information―the vehicle's year, make, vehicle identification number (VIN), and buyer's address―is included. Double-checking that the VIN on the form exactly mirrors the number on the car is strongly suggested.

This does not mean that the state will reject a submitted bill of sale. For your own peace of mind, you can download a generic bill of sale and either submit it with all the other necessary paperwork or keep it for your own files.
