History of DMV
Massachusetts has always been known for firsts―from the Pilgrims in Plymouth to universal health care. It was also one of the first states to have an official state Registry of Motor Vehicles. The idea of an RMV in Massachusetts stretches back to 1892, with licenses and registration plates first issued in 1903.

- 1892: Massachusetts Legislature passes a measure creating a commission to report on road needs and problems following the invention of the automobile.
- 1903: Driver's licenses and plates are required in Massachusetts.
- 1907: Massachusetts starts printing the year of issue on license plates.
- 1908: Uniform license plates are first issued.
- 1919: The first registrar of motor vehicles is appointed.
- 1920: License plates start being made in state prisons.
- 1945: Veterans' plates are established.
- 1957: Registration plates are standardized; handicapped plates are issued.
- 1968: Staggered registration with decals begins.
- 1987: Spirit of America plates first offered.
- 1995: Whale plates first offered.
- 1996: First RMV Internet site goes online.
