The Division of Motor Vehicles (DMV) wants to keep an open line of communication between dealers and the state. Paperwork is such an important source of communication that the DMV asks you to visit them to get your forms:

  • Division of Motor Vehicles

True, Delaware isn't a large state but you still may not be able to get into Dover for your forms. If you call ahead, the DMV will mail you what you need:

  • Dealer Title Section-302/744-2504
  • Dealer Registrations/Licensing-302/744-2503

Delaware has done a great job of keeping the forms simple; you have to learn just a few forms to get your job done.

In the beginning, the dealer application, or MV29 Form, will come from the DMV in Dover. At the same time you can get a MV26 Form―Signature Authorization.

The MV26 form is checked every time your dealership signatures appear on a title for transfer.

You can see an example of both forms in the Dealer Manual, which can be viewed using the free Adobe Reader. The manual also has samples of the Certificate of Title and Salvage Certificate.

When you buy, sell, or acquire (repossess) a vehicle you will need to file the MV60 Form with the DMV; again available directly from the department of dealer licensing.

Online you can pick up the Dealer Consignment Contract for selling used cars on consignment. Often when a dealer sells a vehicle the certificate of title needs to be reassigned; the assignment goes from the dealership to the eventual buyer.

You can only use the title reassignment form if you are a licensed dealer. The MV202B Forms, known as Dealers Reassignment of Title, are available at the Dover DMV. To get your forms, you need to fill out another form―MV433 and pay $10.

Applying for a duplicate dealer license plate is done using the original application for a dealer license. You'll have to get the MV213 Form at the Dover DMV, be sure to tell them you are only applying for duplicate tags.

Repossessing vehicles can be a difficult business. If it's your job to collect vehicles that have been used as security on a loan, you have to remain organized and focused. Completing the paperwork is important because the whole transaction may come into question when someone involved fights for their vehicle.

The first time you fill in a MV518 Form, get the help of someone who has done it before. Better yet, visit the DMV and have them walk you through the form. The DMV is happy to help because if your paperwork is in good order it makes their processing much easier.

Using and locating the proper forms is important. Once you understand the dealership business, and you have successfully submitted a few forms to the DMV, take some time and write out the procedures for you and your staff. Good clear notes will go a long way in making sure your business keeps moving along smoothly.
